The reasons why kittens cannot meow:

1. Congenital underdevelopment of the vocal cords causes cats to be unable to make sounds, and naturally they cannot meow.

2. The cat’s vocal cords have polyps or lumps, which make the cat uncomfortable when vocalizing and the cat is unwilling to bark.

3. It is also possible that the cat has a cold, which causes throat inflammation and makes it unwilling to bark.

4. It may be that it has not encountered anything that scares it or requires it to scream, and its personality is relatively calm.

Solutions to kittens that cannot meow:

1. If it is caused by vocal cord disease, you should go to the hospital for treatment of the vocal cords as soon as possible.

2. If it is caused by a cold, the cat should be given cold medicine in time and measures should be taken to keep the cat warm.
