Puppies that keep shivering may be caused by factors such as nervousness, fear, cold, physical pain and discomfort. Signs of a cold puppy:

5. Dogs show anxiety. Also, when a dog is really cold, it will show anxiety. The dog may not be able to sit still, look around, walk back and forth, behave abnormally, etc.
