According to Yonhap News Agency, Moon Jae-in issued the "Korea-Mekong Vision" that day, saying South Korea hopes to prosper together with the Mekong River basin countries and transplant the "Han River Miracle" into the "Mekong River Miracle."

The river bank management project that Moon Jae-in visited that day was to renovate embankments on the section of the river that flows through the center of Vientiane. The project to build the park was funded by the Korean Government’s External Economic Cooperation Fund (EDCF). Lao President Bounnhang Bounnhang said that the project prevented floods, opened up a resting place for Vientiane residents, and made a significant contribution to improving people's quality of life, and expressed his gratitude to South Korea.
