Those who take dogs out of the house must wear dog tags and take measures such as tying the dog leash in accordance with regulations to prevent dogs from injuring people and spreading diseases.

Therefore, after May 1st, if the phenomenon of "walking dogs without a leash" occurs again, it will no longer be an "violation" but an "illegal act". The intensity of dog management and the prevention of uncivilized dog behavior The penalties will be increased.
