Dog leashes; urinating in public; raising dogs without a license, etc. According to regulations, dog walking hours in Hangzhou are from 7pm every night to 7am the next morning. Dogs must be on a leash and led by an adult when walking them. If it is found that the dog does not have a "Dog Breeding License", the dog will be confiscated or killed, and the dog owner will be fined 3,000 to 5,000 yuan. In the centralized rectification stage, severe penalties will be imposed and fines will be increased to the maximum.

Chapter 10 of the Tort Liability Law, "Liability for Damage from Raising Animals," stipulates the issue of tort liability for damage caused by animals to humans. It stipulates that if the raised animals cause damage to others, the animal breeder or manager shall bear tort liability, but if it can be proved that the damage was caused intentionally or by gross negligence of the infringed party, the liability may be waived or reduced. In civil law, there is no lack of legal basis for compensation provisions for damage caused to others by raising dogs. At the same time, various provinces, cities and regions generally have local dog-raising management regulations to regulate dog-raising behavior from the perspective of administrative management. Overall, the legal basis is not lacking, but the implementation level may need to be strengthened.
